How to create intents for Faqs?

How to create intents for Faqs, where there is a long list of faqs. Most of the questions are unique and very few could have common things. In such case how to create intents from such data. Manual creating intents could be one option but this won’t be a good option in long run. How to transform FAQs data into rasa training data or nlu format?
